Dear Michael,
ECZEMA is a skin condition due to inflammation. Symptoms include rash and itching. There are many possible causes.
The most common and persistent kind of eczema is atopic eczema.

It is a long-lasting illness, which starts in childhood. It comes on-and-off responding to things like weather and dust.

Symptoms include itching, scratching, roughened skin and a rash.
This eczema can be controlled by decreasing irritation to the skin, using non-irritant clothing like cotton, making sure that the skin does not dry out completely, using mild soaps and moisturising skin creams, and when you get an attack, your doctor will give you creams to control them.

Unfortunately, the problem may not heal completely. For some people, it decreases as they grow older. For others, it does not. So, one has to learn to take care of his or her skin if they have the problem. Your doctor will help.
