Is it legal for Police to hold vehicles?

EDITOR—On Monday, I was stopped by traffic officers at Kajjansi. I was told I had exceeded the 50km limit and was therefore speeding for that particular spot, according to their their speed gun. I was told to proceed to the police station just a few metres away to pick my speed ticket and I oblige

EDITOR—On Monday, I was stopped by traffic officers at Kajjansi. I was told I had exceeded the 50km limit and was therefore speeding for that particular spot, according to their their speed gun. I was told to proceed to the police station just a few metres away to pick my speed ticket and I obliged.

But after I had been given the ticket, I was told I could not take my vehicle away till I had paid the fine! They informed me that they were implementing an order from their boss whom I presume is the OC traffic. I bet this measure was because many drivers used to default on payment.

This left me puzzled. when did this practice of holding vehicles start? Is it legal? Why can’t police improve their collection methods instead? Didn’t police recently acquire equipment to detect defaulters by scanning number plates from a distance?
