PALLISA district councillors have recommended that Kibuku and Butebo counties become districts in order to extend services to the communities.

“There are people who walk for over 30km from Butebo for health services in Pallisa town. We have done our part, now it is upon the Parliament to decide,” said Issa Taligola, the LC5 chairman.

He said Pallisa had low safe water coverage of 43% arguing that if Kibuku and Butebo broke away, people would access more clean water.

Pallisa has a population of over 500,000 people out of which, 130,000 are in Kibuku and 120,000 in Butebo, while Pallisa county has 250,000.

Kibuku is occupied by the Bagwere and Iteso and has Buseta, Bulangira, Kagumu, Tirinyi, Kibuku, Kadama and Kirika sub-counties.

Butebo county covers Kabwangasi, Kakoro, Petete, Butebo and Kibale sub-counties.

“When it comes to population, these counties are big enough to form local administrations,” Taligola added.
Last year, Kibuku county elders met President Yoweri Museveni to discuss the issue.

He reportedly told them that their wish would be granted if some necessary requirements like district approval was done. Pallisa has approved a budget of sh18b.
