I have often encountered setbacks while covering both government and NGOs’ workshops. after a day of a residential seminar, every participant walks away with lots of money in the name of transport refund. It has been localised by the multi-billion funded projects like NAADs, among others.

I have often encountered setbacks while covering both government and NGOs’ workshops. after a day of a residential seminar, every participant walks away with lots of money in the name of transport refund. It has been localised by the multi-billion funded projects like NAADs, among others.

NAADS for example, has a chronic habit of holding workshops in expensive hotels like Brovad in Masaka. Under the new NAADS this should be discouraged.

These seminars should take place on model farms. Some people have already turned seminars into a business! One village councillor has intimated to me that me that whenever he receives an invitation for a workshop; to him is a days’ pick!

He says he does not even bother attending the workshop full-time. “I just register at the reception desk, then walk away to do personal business and turn up for the closing session and sign for my facilitation,” he told me without shame.

One public relations officer told me that whenever the staff run broke they will lobby and organise for a seminar so as to claim allowance!
