Snoops say Rutaro, who is pursuing Law, has already declared his intentions to vie for the Bukoto South seat in Masaka, come 2011. The incumbent is DP’s Mathias Nsubuga. He was recently declared by John Sebaana Kizito, as the legitimate Secretary General.
