Otafiire is too late!

If only he had been living and driving in Kampala from the Grand Casino to Garden City, he would have issued the directive much earlier.
It comes a little too late after the foundations of concrete structures have been made. What is needed is a law that will make it illegal for firms to dupe local authorities with plans which they later modify.
Firms whose construction works are stopped at such a stage could seek legal redress, which won’t be cheap to either party. The local authority should ensure developers only stick to the approved plans.
