Am I not entitled to new bulbs?

SIR — Government has started distributing free energy saving bulbs.

However, one of the requirements is that you hand in the old incandescent bulbs in exchange for the new ones.
What if I have nothing to hand over, because I have already been using the energy saving ones? Am I not still entitled to three new bulbs like the rest of the consumers?
