SIR — Some people in this country would like to see the government enact a law that proscribes female circumcision. it is obvious that cutting female genitalia is of no practical value; it only hurts and maims an innocent woman in the name of culture. We all want it to go, and good enough it is actually going!

However, we should not forget that there are some people in Kapchorwa who value it and who get agitated when the practice is assailed, especially by non-Sabiny. These are influential people who wield a lot of influence in their local areas. Each time they are annoyed, the number of girls being circumcised that season goes up! These people need to be handled tactfully. Some of us are determined to see that female circumcision stops and we are already in touch with the various groups in the district. We feel that the proper approach is through dialogue and not legalistic means.
