Malaba councillors, town clerk disagree over tenders

A row has erupted between the Malaba town council and the acting town clerk, Francis Orono, over the handling of tenders and management of the council’s programmes.

A row has erupted between the Malaba town council and the acting town clerk, Francis Orono, over the handling of tenders and management of the council’s programmes.

The works secretary, George Omaset, the deputy LC3 chairperson, Alice Atiang and the production secretary, Deogratius Emusugut, complained that Orono disrespected the council’s decisions.

They said they had recently agreed that bidders for the markets and taxi parks remit in advance six-months payment for tenders before they could run them.
The councillors were shocked to learn that Orono had endorsed half the payment worth sh35m for the Malaba Taxi Park and market without their consent.

“This is contradictory and unjust considering that there are people who bid highly for those tenders but were dropped because they pledged to pay on quarterly basis,” Emusugut said.

Robert Osikol won the tender of Malaba Market at sh26m, while Eddy Napakoli was awarded a sh45m tender to manage the taxi park.

The councillors said Orono had twice failed to turn up for meetings to explain his decision.

They lamented that he was hardly in office yet he was required to chair the finance committee meetings.

They also said the district imposed Orono on the town council yet they had nominated Wilber Wendo, the town council health inspector, to hold the position when Philip Opolot was interdicted by Faith Mwondha, the Inspector General of Government in March.

However, Orono, on Friday said he consulted the chief administrative officer, Felix Esoku, over the payments.
