A NEW maximum-security prison is to be built at Bugungu on the shores of Lake Victoria in Mukono district.

The prison complex that is to cost about sh7b, will house 1,000 inmates and will have modern facilities such as a gymnasium.

Dr. Johnson Byabashaija, the commissioner of Prisons, said the new prison would be better than the 79-year-old Luzira Upper Maximum Security Prison that currently hosts over 2,500 inmates, instead of 664.

Byabashaija said the new prison would be in a storey building that will have a 24-hour Close Circuit TV to monitor all the activities in the prison.

“It is going to be a modern prison with modern facilities. It will be designed with different cells for different categories of prisoners,” Byabashaija said.

He said the inmates would sleep in cells furnished with beds and mattresses.

Byabashaija said a high-rise security fence would be erected around the new prison in addition to other security measures he did not disclose for security purposes.

Prisoners who are kept in maximum-security prisons are those who have committed serious crimes and those who are on death row.

Byabashaija said the plan and architectural designs for the new prison had been completed.
“We are only waiting for the funds to be approved from either the government or development partners,” he said.

He said the new facility would ease congestion at Luzira Prison.
He said they had initially wanted to build the new prison at Kigo but they were advised against it because the Buganda Kingdom was reclaiming Kigo Prison.
