THE special adviser on the reconstruction of war-torn areas, Gen Salim Saleh, says he is an angel having been implicated in only three major financial scandals during the 20 years of the NRM rule.

Presiding over the Luweero district Tarehe sita celebrations on Monday, Saleh said the three cases were his involvement in the Congo invasion, the junk helicopter saga and the dubious purchase of the UCB, all of which, he said did not constitute a serious criminal record.

“Three cases in a period of 20 is not so bad a record. There are people who are known for crime. I consider myself as an angel as far as committing crime is concerned,” he said.

The function at Luweero sports grounds saw the launch of a sh188m development loan scheme for Luweero war debtors.

The scheme, Zikusooka development Association, is to assist over 180 Luweero war debt claimants to start income generating projects.

Saleh said he was involved in the junk helicopter saga as a mere middleman with an intention of making a ‘clean difference’. Defending himself in the Congo saga, Saleh refuted claims that he looted diamond.
