Over 1,600 special police constables passed out at Kabalye Police Training ground in Masindi district on Thursday.

The contingent that comprises former Amuka and Arrow militia from Lango and Teso sub-regions will constitute the core of the Anti-stock Theft Unit (ASTU). Forty-three members are female.

Presiding over the pass-out on Thursday, President Yoweri Museveni advised members of the Police Force to join the revolutionary movement in order to reform.

According to a statement from State House, Museveni said the two problems that have eroded the force for a long time are the colonial mentality and corruption.

He vowed to clean the force as was done to the army that is today “completely pro-people.”

He, congratulated the graduands upon successful completion of their course and strongly cautioned them to guard against HIV/AIDS.

Special Police Constable Kenneth Odeng Kokas was the best student in academics and scooped the first prize. The second prize went to Florence Amongin while Beatrice Etap got the third prize for being the best student in weapon shooting.

Patrick Ogwal took the 4th prize for being the most disciplined student.
The Inspector General of Police, Maj. Gen. Kale Kayihura, said the group would work to secure borders of Lango and Teso from the marauding Karimojong cattle rustlers.

He said a plan had been put in place to re-activate police presence in the north of the country as the government implements the resettlement exercise of the internally displaced persons to their homes.
