SIR — It is increasingly emerging that the LRA could have used peace talks to re-organise. There are pointers that they could have reactivated their contacts with Khartoum.

This will be too bad for them, if it is true. Six days after signing the Addendum to the Cessation of Hostilities Agreement, they have not assembled in Owiny Kibul and Ri-kwagba. In effect, they have breached the agreement!

This suggests they could be re-arming. The government of Uganda cannot do anything beyond the commitment it has shown to save the LRA. The only option, if they squander this opprtunity, will be to strike them and close the chapter.
