Who is to blame?

SIR — It is very scaring when almost everywhere you go you are confronted by heaps of garbage. When you pick a newspaper you read articles about plagues, cholera and diarrhoea!

Who is responsible for my hygiene?

is it me, the LC1, KCC, the Government or a combination of them all? Where I live in Nakawa, I often walk past sacks full of rubbish dumped alongside the road.

It is obvious someone is contracted to collect rubbish from some location but instead of taking it to a dumping site, he drops it wherever it is convenient for him! I have expressed my concern about this wanton behaviour to the LC1 chairman but the dumping has continued!

The chairman has authority and capacity to curb such unhygienic practices in his area of jurisdiction but why doesn’t he act? KCC licenses individuals or companies who have access to a disposal area to operate as rubbish collectors.

Why then is the rubbish not collected?
