DP faction sues over registration

THE Democratic Party (DP) faction led by its vice-president Zachary Olum yesterday lodged an application in the High Court to force the Registrar General, Kyomuhendo Bisereko, to gazette their application.

THE Democratic Party (DP) faction led by its vice-president Zachary Olum yesterday lodged an application in the High Court to force the Registrar General, Kyomuhendo Bisereko, to gazette their application.

The move follows a High Court ruling allowing the group to file the application.
Olum and suspended party secretary general Mariano Drametu accuse Bisereko of refusing to gazette their application on January 17, when the provisional 30-day period expired.

They said they applied to Bisereko to have the party registered on December 17, last year.

The group’s lawyer, Donge Opar, yesterday said when the hearing of the application starts, Bisereko would be summoned to court to explain why he has refused to gazette the application without justifiable reasons.

Olum and Drametu told court that the party was under a death threat if it was not registered.

Although the application is against Bisereko, DP mainstream lawyer Erias Lukwago said he would oppose Olum’s application.

Lukwago said he would not allow a parallel registration to override the registration process by the mainstream party.

He said the DP mainstream led by Dr. Paul Kawanga Ssemogerere submitted forms for registration on January 7 and the application was expected to be gazetted on February 7.
Olum and Drametu said they were authorised to register the party following the national delegates conference at Namboole Stadium last year.

The acting justice, Ezekiel Muhanguzi, who granted Olum permission to sue the Registrar General, said the applicants had shown substantial interest in filing the application.

Olum’s parallel registration is backed by presidential hopeful Haji Nasser Ntege Sebaggala and some MPs from the DP parliamentary caucus.
