DONORS spend much of project funds on seminars and expensive vehicles instead of implementation of projects, public service minister Henry Kajura has said.

He criticised the seminars dubbed capacity building, saying nothing was put on the ground for impact.

Kajura, the Third Deputy Prime Minister, said this at a workshop to review decentralisation at the Speke Resort, Munyonyo in Kampala.

The workshop attracted participants from Tanzania, Ethiopia, Uganda and the International Fund for Agricultural Develop-ment (IFAD).

Kajura said some people were running away from the ‘capacity building’ seminars.

He cited a project in Hoima for which donors gave sh49m but only sh9m went to the project, the rest was spent on capacity building seminars.

Local government minister Prof. Tarsis Kabwegyere said there was need to redefine capacity building to injecting input and funds to the farmers instead of emphasising courses.

He asked IFAD to increase participation of locals to run the projects. Kajura thanked IFAD for its support.
