SIR — I wish to comment on your article “NPA to focus on science, technology” published on Monday.

SIR — I wish to comment on your article “NPA to focus on science, technology” published on Monday. The National Planning Authority’s acting chairperson, Sylvia Tereka, parrots the government’s questionable enthusiasm for ‘science’ and the role it plays (or should play) in the country’s ‘development’. Apparently she is interested in exploring ways in
which research could be funded.
Well, why not simply ask people engaged in research?

All she has to do is pick up a phone in her office and consult knowledgeable people, at minimal cost. It
does not require a ‘workshop for stakeholders’ such as the one she is
reported to have been attending when she made the remarks. I also noted in the article that there is such a thing as the Uganda Industrial Research Institute. Where does this institute hide itself?

Names such as Makerere
Business School and Uganda Management Institute are instantly
recognisable.

But Uganda Industrial Research Institute? Where is it and what does it do?
