THE World Vision (WV) has declared the north a humanitarian emergency.
“In its strategic plan to draw international response to the often forgotten humanitarian crisis in northern Uganda, World Vision has declared the region a Category III humanitarian emergency,” national director Luther Bois Anukur said on Wednesday.

Addressing journalists at their head office in Kampala, Anukur said the declaration had been announced by WV international president Dean Hirsch to the WV partnership on August 17.
He said the decision aimed at mobilising more resources to address the humanitarian crisis in the region.

WV takes such a step if one million people or more (or 50% of the population) are affected by the emergency and displaced; if there is a collapse of livelihood and if there are high immediate or projected deaths and/or epidemic diseases (more than one death per 10,000 per day).

Anukur said the three situations existed in the north, where there are about 1.6 million IDPs, adding that WV intended to double its US$2m budget for Uganda. “We hope this declaration will refocus attention,” a World Vision statement said.
