Regional tier system a recipe for disaster

The Regional tier would be a marvellous administrative arrangement if only it could relate to the equivalence of what is now LC6 in the decentralisation fraternity. The tier is still distanced from that fraternity and in some cases tends to run parallel to the district development goals.
--The goal of the tier is not known, its financial survival is in abeyance
