Why handcuffs in vehicle?

SIR — On Tuesday somebody wrote a letter inquiring why prisoners who are not resisting arrest or are unlikely to try to escape are handcuffed.

SIR — On Tuesday somebody wrote a letter inquiring why prisoners who are not resisting arrest or are unlikely to try to escape are handcuffed. She specifically referred to the case of Dr. Kiiza Besigye. What is interesting is that on Tuesday when Besigye was taken to the High Court, he was not handcuffed when he was leaving court and in the sight of everybody. But when he entered the Prison’s bus that is when he was handcuffed! Why? To me that is not only hypocritical but even dangerous. Why handcuff a person in a movng vehicle?
