MPs renew call for army to quit House

MEMBERS of Parliament on Tuesday renewed their call for the army’s representation to be scrapped.

MEMBERS of Parliament on Tuesday renewed their call for the army’s representation to be scrapped.

This was after calls during the debate on a motion moved by state minister for justice and constitutional affairs, also the deputy Attorney General, Adolf Mwesige, for a resolution of Parlia-ment to review representation of special interest groups.

Article 78 (2) of the Constitution commands Parliament, through a motion passed by at least 196 members, to review with a view of retaining, increasing or abolishing the representation of the army, women, youth, workers and persons with disabilities 10 years after the 1995 Constitution was promulgated.

John Kawanga (Masaka Municipality), Dr. Okullo Epak (Oyam South), Dr. Frank Nabwiso (Kagoma) Dr. Johnson Nkuuhe (Isingiro South), Alice Alaso (Soroti), James Mwandha (Persons with Disabilities), Justin Lumumba (Bugiri) and the ever-witty Aggrey Awori (Samia Bugwe North) led the political onslaught against the Government side.

The opposition MPs easily dominated the debate as the few Government ministers, led by Premier Prof. Apolo Nsibambi and Movement MPs looked on without much effort to defend the motion.

Defence state minister Ruth Nankabirwa, Nusura Tiperu (Yumbe Woman), Amon Muzora (Rwa-mpara) and Avitus Tiba-rimbasa (Ndorwa East) advanced less than convincing reasons for retaining the army representation in the House.
