THE European Union (EU) head of delegation in Uganda, ambassador Sigurd Illing, has called on the government to re-open negotiations with the Lord’s Resistance Army rebels.
Illing said much as little had been achieved in the past, the government should try again to have dialogue with the rebels.
“There should be no excuse for the government not to try again. We are supportive of any efforts when it comes to peace,†Illing said.
He was yesterday speaking at the launch of an Always Be Tolerant Organisation (ABETO) programme for a team of experts to start writing instructional materials for peace education at Makerere University.
The German ambassador, Dr. Alexander Muhlen and his predecessor, Klaus Holderbaum attended.
The team of experts is charged with producing instructors’ (teachers) and learners’ manuals to be used in schools based on a syllabus developed by ABETO for teaching peace and tolerance.
Illing said, “There is a generation of young people growing up in the north who do not know peace. People are living in miserable conditions without the basic minimum requirements. We should leave no stone unturned to resolve the conflict in the north.â€
Moses Musana, the ABETO chairman, said once the population started appreciating the benefits of peace and tolerance, there would be less conflict in society.
“Today, billions of shillings are spent by the ministry of defence. If we had been at peace, this money would have been used in the social service sector.
“It is for this reason that we are at the forefront in the advocacy for tolerance and peace education in the country,†Musana said.
