50% EC Officials Not Suitable

THE parliamentary probe committee on election violence has said over 50% of the Electoral Commission (EC) top officers were not qualified for their jobs.

THE parliamentary probe committee on election violence has said over 50% of the Electoral Commission (EC) top officers were not qualified for their jobs.

The MPs said all posts should be declared vacant and existing staff re-interviewed to create a more professional work force.

The committee said in its report presented to the House on Tuesday that out of 21 senior officers, 11 (52%) were not qualified while one could not be classified because her minimum requirements were not submitted.

The report said the director of elections, Gladys Kabahuma, lacks the minimum Bachelor’s degree preferably in Statistics, Demography, Computer Science or Social Sciences with postgraduate qualification in a related field.

She holds a BA. Political Science and Public Administration and some certificates with no postgraduate qualification but has experience in public service.

Acting head of data processing Ahmed Ochama lacks a postgraduate qualification and experience in processing large data bases. The head of civic education and training, Patrick Byakagaba, has diplomas in MDD and journalism and a degree in organisational studies.

Sections headed by marked officers are human resources (Elizabeth Kukiriza), registry (Robinah Nalukwago), stores (B. Tusasirwe), office supervision (Dan Magezi), procurement (Milton Kanzira) and public relations (Teddy Mugote).
