ARUA — The district senior personnel officer, Apollo Onzoma, has said the district owes over sh300m in accumulated salary arrears for 225 parish chiefs the district employed due to shortfall in revenue collection. The LC5 chairman, Ferua Andama, said the situation was worsened by political campaigns.
