THE Public Accounts Committee (PAC) was on Tuesday stunned on being told the method used by unknown people to steal sh118m from the Ministry of Health cash office during the 2000 Christmas holiday.
“The entrance to the accounts section was merely opened and not broken into. It was then properly locked by the thieves before they took off with their loot,” the under secretary finance and administration, Josephine Orya, told the PAC.
The ministry officials, led by the acting permanent secretary, Dr. Joseph Kyabaggu, were appearing before the committee to answer audit queries raised by the Auditor General for the fiscal year 1999/2000.
The ministry lost sh118m when thieves broke into the cash office at the ministry headquarters on the night of December 22nd 2000.
The money, much of which had been withdrawn from the bank two days earlier, was for salaries and programmes under various ministry projects.
According to Police investigations, it was established that the theft was an inside job.
But to the surprise of the committee, no charges have been brought against the key suspects.Ends
