WHILE the Province of the Church of Uganda is soliciting for money to build the Church House, the ground-breaking ceremony scheduled for February 2, lies in balance.

The project to be set up on Kampala Road near Crane Chambers will not take place until the Kampala City Council (KCC) receives its plan, Mayor John Ssebaana Kizito said on Sunday.

“I have asked the concerned people who have informed me that the Archbishop of the Church of Uganda has never submitted the project plans yet the ground-breaking ceremony is scheduled for February 2, 2003.”

“I am requesting the Rev. Luzinda to tell the Archbishop that we shall not allow him to lay the foundation stone without KCC’s approval. The Archbishop has to submit the plans to us. The plans will then be approved by the district council,” Ssebaana said.

Ssebaana, accompanied by wife Christine, was speaking during the Christmas Carol Service and lighting of the Christmas tree for Kampala district at the City Square.
The Rev. Canon Paul Luzinda was the main celebrant.

KCC secretaries, councillors and residents attended the celebrations, which were flavoured by choirs and a band.

Salvation Choir from the SDA Rubaga, Centenary Church Choir of Ndeeba parish and St. Kizito Choir from Nsambya parish entertained the crowd together with the Police band.
In an interview with The New Vision, Ssebaana said Archbishop David Livingstone Nkoyooyo will have to wait until the district council resumes next year.

There are no chances of KCC holding a special council in favour of the project.
“We have closed business now until next year. The project has to wait,” Ssebaana said. Efforts to get a comment from Nkoyooyo were fruitless.
