MBALE – The District Police Commander, Oire Eyagu, has attributed hooliganism that marred the LC5 elections in the district to some top officials. Voters went on rampage on Friday and threw stones at the municipal council and district administration blocks. They accused the Returning Officer, Fred Bukenyi, for delaying to declare the results. The anti-riot Police was brought in to disperse the crowd.Ends
