SIR—In last week’s Newsweek there was an article which reported that Cuba, Sudan and Serbia said they had formed the axis of somewhat evil, forcing Somalia to join Uganda and Myanmar in the axis of occasionally evil.

You can call this a joke, but jokes, in an international magazine, don't come out of the blue. Somalia is classified as a non-state, Myanmar (Burma) is ruled probably by the worst dictatorship on earth today. Is this how the international community is seeing Uganda now?
