SIR—It is time political rewards and affirmative action for politicians stopped. Political behaviour impacts negatively on economic performance. What reason do we have for a bloated parliament? There are too many “advisers” who have nothing to advise but who earn a lot of public money. There are too many MPs for the good of this poor country and we know what they earn. What the hell do we need 305 MPS for? What is their output vis a vis their remuneration? The NRM has the best representation system since 1962. The LC system is superb, say what you will. In effect, the LC 5 chairman is a de facto MP of a district and is elected by the people not by a political party. We would save a lot of money if a district was represented by only three MPs. These would be the chairmen of the three topmost councils in the district, ie LC V, IV and III. But today, almost every village is a constituency! The whole of Uganda is President Museveni’s constituency! Has he failed in his duties?James OdongoBusia
