Rwakoojo made the revelation yesterday while appearing before the House committee on legal and parliamentary affairs to defend the commission’s budget for 2002/2003. The Ministry of Finance is allocating sh17b to the commission out of sh33b requested for. The secretary requested the committee to persuade the Ministry of Finance to give the commission more money. Rwakoojo said the voter cards exercise had stalled due to the lack of funds. A source in the EC data processing department said two million cards covered 13 districts. The commission on June 30, terminated the services of more than 200 part-time computer operators in the data processing department. The secretary told MPs that the contract of the consultants hired to oversee the photographic voters’ registration exercise expired in March. He said they had not been fully paid. Rwakoojo requested MPs to approve sh5.6b to complete the photographic voters’ cards project and pay arrears to the consultants and other facilitators. He said the commission had spent sh24b on the photo voters’ cards project. The project has widely been criticised after its cost rose sharply from the estimated US$12.7m (sh22.8b) to more than sh30b. Under the system, voters were to be issued with plastic voter cards bearing their photos. nds
