Why this uncharacteristic restraint by Ethics and Integrity on Bujagali?

SIR— Forgive me please if I missed the fire last time. But it seems to me that Ethics and Integrity forgot to strike the match on the Bujagali power station bribery scandal. Can anyone hazard a guess at the reason for this uncharacteristic restraint?
