IT was a bad day for Soroti municipality town clerk Mackay Odele during an LC4 council meeting where he was told to refund sh1.4m he spent as school fees for his brother without the council’s approval.

IT was a bad day for Soroti municipality town clerk Mackay Odele during an LC4 council meeting where he was told to refund sh1.4m he spent as school fees for his brother without the council’s approval.
The council had earlier suspended training of its staff but Odele, being the financial controller, secretly sent his brother Joseph Ojala, for a course at Kyambogo Polytechnic in Kampala.
The councillors said Ojala was illegally recruited as a municipal staff.
Odele was questioned by furious councillors Willy Bisanga, Alex Kakooza, Alfred Aruo and Geoffrey Oumo why he abrogated the council’s resolution.
The tough-looking Odele could not hold the pressure as he kept drinking bottle after another of mineral water.
The councillors quizzed Odele why his brother who had worked for less than three years was favoured for the training.
Odele said some staff had high qualifications and there was no need to send them for further training. Ends/b>
