KAMPALA - The head of Mobutu's killer squad who has been living in Uganda and rebel-held parts of eastern Congo, has been arrested by Ugandan security and faces deportation to France. Pius Issoyongo, now in detention in Kampala, headed Hiboux (owls), a notorious security group on which former Zairean president Mobutu Sese-Seko relied for eliminating his opponents and suppressing any call for multiparty democracy.
