Why Besigye Alone?

SIR-President Yoweri Museveni and Col Kizza Besigye have already been congratulated for being "officers and gentlemen". In his submission after the Supreme Court judgement, Besigye says, "We are ready to enter dialogue with you (the president) and your government." Like any citizen, Besigye is free to offer useful advice to the president and the Government using appropriate channels. He doesn't have to ask for permission unless he wants special audience with the president. But "to enter a dialogue"? As who?
