By Felix Osike PRESIDENT Yoweri Museveni has appointed the former deputy Director General of the External Security Organisation (ESO), Mrs. Joan Rwabyomere, High Commissioner to Abuja, Nigeria, diplomatic sources said yesterday. "Her credentials were sent to the Nigerian government and she has been accepted," said a source who declined to be named. Rwabyomere, 44, was approved by Parliament last year amid protests from some MPs who questioned her past performance in other government jobs. She was reportedly headed for the Uganda's mission in Pretoria when MPs raised objections. She has since been awaiting deployment by the President. She was the Kabarole women representative in the National Resistance Council and chairperson of the Civil Aviation Authority. She holds a masters degree in law. Joseph Tomusange, former High Commissioner to India, has been posted to Pretoria replacing Edward Rugumayo, the internal affairs minister. Uganda has only the Abuja mission in the West African region. The New Vision has also learnt that Uganda's permanent representative to the United Nations, Prof. Semakula Kiwanuka, has taken leave to contest for a parliamentary seat. Unconfirmed reports say he will contest for either Makindye east or west constituencies. Semakula was on Museveni's presidential campaign team. He is also a member of the Constitutional Review Commission, currently seeking views on unresolved issues including federalism. Ends
