THE JUDICIAL Commission of Enquiry into the UN allegations that Uganda looted the Congo has started sitting under Justice Porter. The UN took an excessively hard line on Uganda when it completely denied any legitimacy to the rebel authorities in eastern Congo, contrary to the Lusaka Agreement. As a result it condemned any Ugandan business activity at all in Congo. Nevertheless there were a number of serious allegations made against Ugandan civilians and soldiers in Congo. There were also alleged abuses ignored by the UN but which were significant to Uganda, such as non-payment of taxes at Entebbe military airbase and abuse of military flights by civilians and soldiers. The Porter Commission should investigate all these allegations without fear and favour.
