MEMBERS of Parliament are to undergo a chakamchaka course at the National Leadership Institute, Kyankwanzi by the end of this year. The three-week course will cost more than sh250m for about 500 people, reports Kezio Musoke. This was said by the outgoing National Political Commissar (NPC), James Wapakhabulo, yesterday while handing over office to the new NPC, Dr. Crispus Kiyonga, at the offices of the movement secretariat on Development House in Kampala. Wapakhabulo, who is now the 3rd Deputy Prime Minister and Minister of Foreign affairs, said the Government offers very little money for mass mobilisation. He said government had put before parliament only sh6.4b for approval compared to sh8.7b the secretariat estimated for 2001/02. He said the secretariat should create income-generating avenues to supplement the Government resources. Kiyonga said he was happy to be at the secretariat and added that the institution will continue to be as effective as it has been despite its limited resources. Ends
