Constitutional crisis in FUFA

THE FUFA constitutional review process has run into trouble with reports of sabotage from top officials.

By Daniel Saire and Leo Kabunga THE FUFA constitutional review process has run into trouble with reports of sabotage from top officials. The general assembly appointed a four-man committee last year, headed by John Baptist Semanobe to gather views for amendment of the constitution. The committee has so far met stakeholders from the east, Buganda, Kampala and interest groups. They are yet to go to the North and West because of lack of funds. Chris Rwanika a committee member, said, they lacked money to conduct upcountry meetings. He said that FUFA has so far given them sh1.4m out of the budgeted sh9.1m. He expressed fears that some delegates may reject the proposals to the assembly they never contributed to. “Under such circumstances it may be useless to even present our partial findings to the assembly,” he said. FUFA treasurer and Mbale RDC, Hassan Galiwango, however blamed the members for failure to requisition for it. “It is not a problem of money, but these people have never approached me with a programme,” he said. Meanwhile, 20 members from the new districts intend to join FUFA. FUFA secretariat yesterday said that new members will enjoy observers status until 2002 when they will gain full membership to the assembly. The new districts are Kayunga, Wakiso, Kaberamaido, Nakapiripirit, Sironko, Private Schools from Kampala, Kanungu, Kyenjojo, Mayuge and Kamwenge.
