The Auditor General, Mr John Muwanga, has said sh27m was not accounted for by Mukono town council last financial year, writes Vision Reporter. In his May 23 report to the council, Muwanga said sh27m was not remitted to the beneficiaries at the end of 1998-99 as required by the financial regulations. He said sh24m was not banked, implying that there was a mere book entry. The report further indicated that payment of sh19m was vouched in absence of complete or proper documentation and the payments were doubtful and potentially fraudulent. “Graduated tax returns and assessment was not properly submitted on monthly tax returns and assessment audit, contrary to financial regulation.’’ the report said. Muwanga said although the council maintained debtors’ and creditors’ ledgers, scrutiny revealed that their postings were not regular and up to date. He said the debtors’ and creditors’ balance of sh3m and 27m as reflected in the balance sheet could not be confirmed. Muwanga advised the council and the town clerk to explain the excess of the approved provision of sh64m. “Payments of sh19m was made to the council staff to carry out various activities but lacked accounting documents from those concerned,’’ he said.
