SIR—The New Vision of August 31 quoted defence minister Amama Mbabazi as saying that “the ministry must keep confidentiality of some issues in the report of the commission of inquiry into the purchase of junk military helicopters which, if made public, would compromise the security of the county.” The statement was made at Bombo Army Headquarters on a ceremony at which Justice Julia Ssebutinde handed over the report of the probe into the purchase of military helicopters to the minister. It seems the words “confidentiality” and “classified” are losing their legitimate meaning in government circles, The Ssebutinde commision was a public issue of the management of national resources.
