By John Thawite in Bwera PRESIDENT Yoweri Museveni has directed Prime Minister Apolo Nsibambi to urgently secure a special grant for the war-ravaged districts of western Uganda. He said during his recent visit to the area, he discovered people were unable to raise enough local revenues because most people were displaced and still in camps. The affected districts are Kasese, Kabarole, Bundibugyo, Kamwenge and Kyenjojo. Museveni ordered that these “districts be given a special grant next financial year to enable them meet revenue shortfalls.” He said Kabarole should be given assistance to build its headquarters. He told Nsibambi to visit the area “to assess the area requirements for the internally displaced people.” In a directive dated October 22, Museveni also ordered that “a settlement package be given to the affected persons now that security had normalised in the district.” Museveni also directed the prime minister to find out what happened to the “government promises to assist the people of Kabarole,” following the 1993 earthquakes. He further ordered a probe into what happened to the Kyegegwa-Kyenjojo section of the Mubende-Fort Portal road. He advised the premier to contact the ministries of works and finance “and other development partners to ensure funds for completion of this road are secured. “If partners are unable, government should put money in the budget and complete this section of the road like we did for the Kyenjojo-Kagorogoro section,” says the letter copied to among others, the vice president.
