Unrealistic!

SIR—I am responding to Zake Seruma and Willy Kituuka’s “What Uganda could do about efficient, quick development”. I think they are unrealistic like the proverbial “cart before the horse” or wanting to build a bridge where there is no river.

I think they are unrealistic like the proverbial “cart before the horse” or wanting to build a bridge where there is no river. lRailways are built where there is lucrative economic activity in a hinterland to support the costs. What is there in Uganda to transport? lIndia has huge industries and populations. It makes no capitalist sense to be a monopolist of anything unprofitable and without market value. lAs for Kituuka he talks of finding investors with not only profit motives but also interest to develop Uganda. Where will these be found? Capital investment is only about profit not charity. Edgar Etyang Makerere University
