The UPDF is to discuss strengthening of the National Reserve Forces (NRF) 12 years after its establishment.

By Hellen Mukiibi The UPDF is to discuss strengthening of the National Reserve Forces (NRF) 12 years after its establishment. The resolution was reached at a two-day closed seminar for NRF commanders which ended on November 29. Observers say recommendations from the seminar are likely to be debated by Parliament when a Bill to restructure the UPDF and review the National Resistance Statute of 1992 comes up. A retreat on the banks of River Nile to discuss the renaissance of NRF was a well-laid strategy bringing together the UPDF top brass and lower cadres. Morale was high, green ceremonial uniform was the dress code as Generals mingled with other officers including a cadre who commands the NRF in Kabarole. Under the theme, Organisation and Institutionalising of the Reserve Forces, the seminar at Nile Resort Hotel centred on streamlining policy and the legal structure of the NRF. The Force is made up of veterans, LDUs, vigilantes, cadres and other auxiliary forces. Brig Kale Kaihura, Chief Political Commissar of the UPDF, said the structure under the military command, extends to parish level. During the seminar attended by over 60 soldiers, top military officers including the Lt. Gen Salim Saleh, the Commander of the Reserve Forces and the Army Commander, Maj. Gen. James Kazini, delivered papers on policy and legal structure of the NRF. Saleh said the major need was streamlining the structure, periodical training, plus provision of logistical and production support. Ends
