By John Eremu UGANDA People's Congress (UPC) chief Dr. James Rwanyarare is to sue President Yoweri Museveni for engaging other people to write his election manifesto. He said it was against the principles of individual merit politics. He said it ceased to be individual merit when people paid from public funds like National Political Commissar (NPC), James Wapakhabulo, and public service minister Amanya Mushega write Museveni's manifesto. "It can't be personal merit when you engage the NPC and the Minister of Public Service to write a manifesto. It is now public and no longer personal," Rwanyarare told The New Vision. "I will first write to the Electoral Commission about it and if nothing is done I will go to court," he said. Wapakhabulo could not be immediately reached for comment. Ends.
