(Rtd) Dr. Kiiza Besigye against misunderstanding the concept of individual merit in the Movement system of governance. "Where in a political setting the Movement politics are unchallenged, individual merit applies in its fullest sense and therefore people can compete as individuals. "Where the Movement as a political system is challenged by any organisation opposed to the Movement political system, then it becomes a battle, not of individuals but of the system," Mbabazi said. Mbabazi said yesterday, Besigye was acting "under miscomprehension of the meaning of individual merit if he thinks that the Movement cannot organise politically." The minister was reacting to a story in The New Vision on Tuesday, which quoted him as telling a meeting of the Kinkizi sub-district council on Sunday that "the candidate for the Movement is elected by the organs of the Movement and therefore one cannot declare himself or herself as a candidate." Mbabazi said what he meant was that when the Movement is challenged by a rival political system in vying for elective office, the Movement must organise to fight the challenge. Ends.
