Why is the army special?

EDITOR: I wish to know a few facts about the army. Why does the army come to parliament when not elected through universal suffrage?

Does this not conflict with the constitution? Do the army MPs vote when they are supposed to be non-partisan?
If the army is represented in a special way in Parliament, why not Police and Prisons?
