Why pay rent in dollars?

EDITOR: There is a problem in the way business is done in Uganda. Why are Ugandan tenants who use some buildings in Kampala charged in dollars?

This is undermining the citizenship and pride of Ugandans.

This is gross injustice because it seems no authority or supervisor seems to be interested in helping indigenous traders. What type of national fiscal policy is this?
