You are incompetent, Kanyeihamba tells Rukundo

RETIRED judge Justice George Kanyeihamba has described former minister of state for tourism Serapio Rukundo as incompetence due to his ‘failure’ to supervise a project run by the Uganda Wildlife Authority (UWA).

RETIRED judge Justice George Kanyeihamba has described former minister of state for tourism Serapio Rukundo as incompetence due to his ‘failure’ to supervise a project run by the Uganda Wildlife Authority (UWA).

According to Kanyeihamba, Rukundo failed to supervise the Protected Areas Management Use (PAMSU) project, leading to loss of government funds.

Rukundo was yesterday appearing before the PAMSU probe committee, which Kanyeihamba chairs.

“Your submission indicates that you were incompetent as a minister in as far as the supervision of the project is concerned,” Kanyeihamba said.

The lead Consul, Dennis Bireije, read the UWA Act to Rukundo, which states that the tourism ministry has a supervisory role over UWA.

In his defence, Rukundo said when he joined the ministry, he found the project already running.

However, Kanyeihamba said roles of Government ministers are continuous, whereby in-coming ministers have to follow-up projects run by their predecessors.

Rukundo was state minister from 2006 to 2011, when he was dropped from the Cabinet, while the PAMSU projected was implemented between 2002 and 2008.

The probe is investigating the use of $59m PAMSU project funds, which was a loan from the World Bank to revamp the infrastructure of national parks and to train staff.

Rukundo told the committee that he did not read the PAMSU project document or agreement with the World Bank, thinking UWA management was behind its implementation.
