On the question of federal status for Busoga, he said it was less important than the good relationship which must characterize the future of the whole country. “We must have regard to the whole country,” he said.

“And we should not divert into seeking special rights and privileges for one or other unit within the country to the detriment of the whole,” he said. Buganda and Bunyoro had specific requests that they wanted granted ahead of independence.

“Names, descriptions and titles are not important enough to be the cause of fragmentary agreements. I think the London Conference attained its main purpose; that of setting a date for the independence of the whole Uganda and managed to deal fairly well with the conflicting interest of territories with the country.”
