President Yoweri Museveni is today, November 20, 2025, campaigning in the districts of Luuka and Kamuli, where his chief rival, Robert Kyagulanyi, caused an election upset in 2021.
The majority of people in these districts and the entire Busoga region are poor, struggling to meet basic needs such as food and healthcare.
Museveni is again holding the National Resistance Movement (NRM) party flag in next year’s general election, while Kyagulanyi that of the National Unity Platform party.
In the 2021 General Election, Luuka had 116,094 registered voters, and out of these, 63,383 (54.6%) voted.
Kyagulanyi, defeated Museveni after polling 31,842 (52.3%) votes against the latter’s 27,520 (45.2%).
In Kamuli, there were 236,917 registered voters, and out of these, 133,730 (56.5%) voted.
Kyagulanyi got 65,774 (51,2%) votes while Museveni garnered 57,470 (45%), beating the incumbent President in the district that had been an NRM stronghold for decades.
Museveni is campaigning under the theme: Protecting the Gains, Making a Qualitative Leap into High Middle-Income Status.
The theme focuses on safeguarding achievements over the past 39 years, such as peace and development, while aiming to propel Uganda to a high middle-income status.
Other gains include wealth creation initiatives, job opportunities, service delivery, market access, and maintaining unity and political stability.

Luuka now has a total of 137,775 voters and 335 polling stations, up from 227 in 2021. It has a population of 298,639 people scattered across 12 sub-counties/town councils, 64 parishes and 305 villages.
In Kamuli, 540,252 inhabitants are living in 22 sub-counties/town councils, 91 parishes and 775 villages.
The district now has a total of 269,602 voters and 702 polling stations, up from 456 in 2021.
